Prof. Dr. Sontakke Deepak Pandharinath & Mr. Galbote Tushar Ambadas
DOI : 10.5281/EIIRJ.15583915
Abstract
Certificate
This paper examines the unrealised potential of Dr. B.R. Ambedkar's fiscal and economic theories within the framework of contemporary social welfare governance and public finance. While Ambedkar's contributions to social justice and constitutional law are well known, less attention has been given to his significant involvement in state finance, fiscal policy, and economic injustice. This essay re-evaluates Ambedkar's lesser-known works on taxation, public spending, and wealth redistribution, arguing that his ideas are highly relevant to addressing India's current socioeconomic divide. Utilising a qualitative analytical approach, the study compares modern public finance frameworks with Ambedkar's scholarly writings, legislative speeches, and policy actions. Through this lens, the study highlights key principles of Ambedkar's fiscal philosophy, including progressive taxation, social accountability of state spending, and planned development aimed at uplifting the economic status of disadvantaged communities. The article suggests that these ideas can offer transformative perspectives for rethinking contemporary social programs and inclusive governance frameworks. The findings indicate that integrating Ambedkar's fiscal principles into current policy discussions could enhance public finance's role in promoting social justice and equity. The study urges decision-makers to reconsider Ambedkar's economic legacy as an essential tool for crafting inclusive and responsive fiscal policies rather than merely as historical insights. It opens up new avenues for interdisciplinary research in academia that links governance, social justice, and economics.

DOI : 10.5281/EIIRJ.15584171
Abstract

Dr. Babasaheb Ambedkar, one of India's foremost social reformers and the principal architect of the Indian Constitution, dedicated his life to the upliftment of marginalized communities, particularly Dalits. Among his many concerns was the plight of sanitation workers, who have historically been subjected to severe discrimination and social exclusion. This paper explores Ambedkar’s views on the status, rights, and dignity of sanitation workers, drawing from his speeches, writings, and political advocacy. He emphasized the need to eradicate untouchability, ensure equal rights, and provide dignified livelihoods for sanitation workers. His vision laid the foundation for modern India’s policies on social justice and continues to influence contemporary debates on caste, labor rights, and public health. Dr. B.R. Ambedkar, the architect of the Indian Constitution and a pioneering social reformer, dedicated much of his life to fighting against caste-based discrimination and advocating for the rights and dignity of marginalized communities. Among these, sanitation workers, often belonging to the Dalit community, faced extreme social exclusion, inhumane working conditions, and systemic exploitation. Ambedkar recognized the profound social and economic injustices faced by sanitation workers and strongly opposed the caste system that relegated them to "polluting" occupations such as manual scavenging. Through his writings, speeches, and political efforts, Ambedkar argued for the abolition of untouchability, the dignity of labor, and equal rights for all, including sanitation workers. This paper explores Ambedkar’s thoughts on the status of sanitation workers, his vision for their social and economic upliftment, and the legal and constitutional measures he championed to ensure their rights.

DOI : 10.5281/EIIRJ.15584422
Abstract
Certificate
A green economy transformation creates a powerful chance to make environmental sustainability work together with gender equity advancement. This document investigates how green economy projects including renewable energy systems and sustainable farming and ecological enterprise development function as forceful empowerment agents for female stakeholders particularly in underdeveloped regions and marginalized areas. The study uses diverse academic works and real-world examples to examine how gender-aware green policy approaches handle significant obstacles to work toward workforce development and develop a balanced economic expansion. The paper focuses on the specific role that green enterprises headed by women play both in developing climate resilience and fostering community advancement. Moreover the paper discusses barriers within existing policies because they do not adequately address women's distinct needs and capabilities when it comes to green sectors. The data indicates women entrepreneurs should play a central role in sustainable economy development when policy makers strengthen their capacity and provide institution-based support through purposeful reforms. Sustainable development requires immediate policy action which combines equal treatment of both genders into green economic strategies to achieve climate resilience along with equitable growth.

Libraries have an underappreciated position in an era where tools like Google are the prerogative digital search engine. In this paper, we will emphasize the distinct roles libraries play in providing access to reliable, curated content and developing critical thinking skills and working toward lifelong learning. It stitches together a comparison between the segmented, algorithmically-ordered content we find on search engines and the organized, expert-pedagogically direct study spaces we find in libraries. It addresses challenges such as limited funding and evolving user expectations, alongside examples of innovative responses such as digital literacy programs and AI-assisted services. It ends with a re-emphasis of the continuing relevance of libraries, and a call that policy should be directed towards strengthening their role in equitable and meaningful dissemination of knowledge.

TOWARDS INCLUSIVE GROWTH: AMBEDKAR’S GENDER EQUALITY IDEALS IN 19TH CENTURY INDIA
Dr. (Mrs.) Sanghamitra Mishra
DOI : 10.5281/EIIRJ.15584693
Abstract
Certificate
The present study aims to explore and analyse Dr. B.R. Ambedkar’s vision, ideas, and policy prescriptions concerning emancipation and empowerment of the deprived class of society, situating them within his social, economic and political framework. Ambedkar’s thoughts on the issues are not isolated but deeply embedded in his larger vision of societal transformation. His ideas were shaped through a prolonged cognitive process, which was influenced by his experiences of caste-based discrimination and the social surroundings of his upbringing. Significant early influences included his father, who instilled in him a deep respect for rationality, justice, and the rule of law, and his education at Columbia University, which broadened his intellectual horizon, his perception towards life and his attitudes towards humanity. These experiences collectively shaped Ambedkar into a visionary reformer committed to social justice, particularly for the marginalised, deprived lower caste section of society.
Dr Ambedkar envisioned an India where unity could be built through the acceptance of diversity and the recognition of the rights of all communities, especially the underprivileged. His realisation of the divisions in Indian society along caste, gender and religious lines emphasised the need for a representative government that safeguards the rights of various social groups in proportion to their population. His vision laid the foundation for the inclusion of affirmative action and positive discrimination measures in the Indian Constitution. Ambedkar identified inequalities rooted in caste, religion and inherited social status as major barriers to progress. He critically examined Brahminical customs and male-dominated structures that restricted individual freedom, denied property rights to women, and enforced caste-based subordination. Central to his critique was the concept of ‘graded inequality’—a hierarchy within the caste system that institutionalised social oppression. Ambedkar proposed and implemented measures to liberate Dalit and underprivileged women from the oppressive structures of caste-based discrimination.

DR. B. R. AMBEDKAR’S VIEWS ON LAND REFORM AND THE AGRICULTURAL SECTOR: A CRITICAL ANALYSIS
Dr. Subhash Sambhaji Agale
DOI : 10.5281/EIIRJ.15584739
Abstract
Certificate
Dr. B. R. Ambedkar is one of the most important personalities in the Indian history whose work for social justice, mainly for marginalised community, is even today being remembered. He remained an important proponent of land reform, and agricultural matters in relation to addressing the socio-economic imbalances that existed in pre independent India. This social injustice was further manifested in economic injustice in the exploitative landownership patterns and the Zamindari system strengthened it (Ambedkar, 1993). There was a strong focus on land redistribution by such arrangements which were to liberate Dalits and the backward classes from the clutches of intermediaries in land dealing and get them equitable land rights to a means of livelihood and economic dependence.
He also began speaking about the importance of state intervention in agriculture, supporting modern techniques and the provision of land, water and other resources to dispossessed communities and cooperative farming. His vision was one of true social and economic justice which would be made possible through the empowerment of the agricultural sector, the backbone of India’s economy.
Arun Kumar and I have tried to actively critique Ambedkar Ian land reform ideas and its relevance in contemporary Indian political economy. It evaluates how his advocacy has affected land reform policies, the agrarian sector, and Dalit empowerment. The paper also examines challenges surrounding implementation of his vision, and lessons for future reform. Dr Ambedkar's dedication to social justice guides India’s agricultural and land reform debate.

Abstract

Libraries play a pivotal role in democratizing knowledge and fostering social empowerment. In the context of women’s empowerment, libraries act as agents of change by facilitating access to information, promoting literacy, and providing safe spaces for learning and dialogue. This paper explores the connection between libraries and women’s empowerment through the lens of Dr. B. R. Ambedkar’s ideas of gender equality. Ambedkar, a visionary social reformer and architect of the Indian Constitution, emphasized education and equal rights for women as essential to social justice. His advocacy for women's liberation from caste and patriarchal structures finds contemporary relevance in how libraries serve as tools for transformation. This paper examines historical milestones, current practices, and future strategies to align library initiatives with Ambedkar’s egalitarian principles. Through case studies, policy reviews, and community-based experiences, the paper argues that libraries are not just repositories of books but instruments of equity, especially for marginalized women. A multidisciplinary approach is adopted, covering gender studies, library science, and legal frameworks to propose an inclusive model of library services that promotes women’s autonomy, leadership, and participation in nation-building.

In the digital age, the traditional role of libraries as repositories of printed books is rapidly evolving to meet the dynamic needs of information seekers. Modern libraries have embraced digital technologies, transforming into hybrid spaces that combine physical resources with virtual services. They now function as community hubs, digital learning centers, and access points for e-resources, supporting lifelong learning and digital literacy. This transformation is driven by the increasing demand for open access information, the proliferation of online databases, and the need for equitable access to technology. Libraries play a critical role in bridging the digital divide, providing free internet access, training, and digital tools. Furthermore, they support research and innovation by offering digital archives, maker spaces, and collaboration areas. Librarians themselves are adopting new roles as digital curators, educators, and information technology facilitators. The evolving landscape demands continuous adaptation to emerging technologies and user expectations. As society becomes more information-centric, libraries remain essential institutions for knowledge dissemination and community engagement.
